Harborough District Council

Section 106 Grant Fund

Harborough District Council distributes developer contributions secured through Section 106 planning agreements as capital grants for community facilities, open spaces and sports provision in Harborough District. Each pot of S106 money is tied to a particular parish and to the wording of its legal agreement, so what a group can apply for depends on the funding currently available for its parish (listed in the council's Excel 'available funding' document). Applications are taken all year: requests under £25,000 go to an officer panel that meets every six weeks, and requests of £25,000 or more go to Cabinet.

Who can apply

  • Constituted groups (regular meetings and AGMs, a written constitution or governance, and a bank account in the group's name) whose project falls within the location and spending remit of an available S106 contribution
  • The council lists Town and Parish Councils or a constituted Parish Meeting; constituted community or voluntary groups based within Harborough District, specifically the parish the S106 money is associated with; registered charities and Charitable Incorporated Organisations; sports groups; volunteer groups such as village hall trusts and allotment societies; and schools and PTAs
  • Groups leasing premises with less than 10 years left on the lease must contact the Grant Officer before applying

What it funds

  • Capital projects ('something physical with longevity') with a clear community benefit that fall within the location and wording remit of an available S106 contribution, for example community facilities, open green space and sports provision
  • Projects identified in a Council Plan, strategy or Neighbourhood Plan are prioritised
  • S106 funding can be combined with other council or external grants
  • Awards of £50,000 or more are paid in agreed phases, and a Community Use Agreement may be made a condition of funding

What it will not fund

  • Revenue or resource costs such as wages and organisations' running costs
  • Projects outside the location and wording remit of the available S106 contribution

How to apply

  1. Check the Section 106 available funding spreadsheet for money tied to your parish
  2. Read the Section 106 grant application guidance notes
  3. Email the S106 Grants team at s106@harborough.gov.uk to discuss your project, eligibility, available funding and timeframes
  4. Complete the Section 106 grant application form (Word document), optionally sending a draft to the Grant Officer for review
  5. Submit the form with the documents listed in its checklist; the Grant Officer may follow up with questions before the application goes to a decision meeting
  6. Applications under £25,000 are decided by an internal officer panel; £25,000 and over by Cabinet
  7. If awarded, you receive confirmation by email followed by a grant agreement

The decision meeting may defer, refuse, part fund or fully fund an application.

For £50,000 or more a project plan is also required, and payment is phased.
