Herefordshire Community Foundation
Surviving Winter Fund
Fuel grants of up to £250 to help vulnerable households in Herefordshire cope with rising living costs over winter. Households cannot apply themselves: a referral organisation or care professional (such as Citizens Advice, a food bank, social worker, debt adviser or DWP work coach) applies on their behalf. The next application window runs from 1 November 2026 to 31 March 2027, with applications considered on a rolling basis; the fund was not yet taking applications on 4 October 2026. HCF pays the supplier or orders goods for delivery rather than paying cash to the household.

Who can apply
- Households living in Herefordshire who are in financial need with fuel costs
- Priority is given to people who are vulnerable, disabled, supporting young children, or living with long-term illness or conditions, and grants go only to the households most in financial need
- The household cannot apply directly: the application must be made by a referral organisation or care professional with first-hand knowledge of their situation, for example Citizens Advice, a local food bank, a social worker, debt adviser, employment coach or DWP work coach, social prescriber, health worker or support worker
- The referrer must certify that they have checked the beneficiary's identity, address and benefits
What it funds
- Help for vulnerable households to cope with the rising cost of living:
- Fuel grants towards household fuel costs, paid to the service company or as goods delivered to the household
What it will not fund
- Direct cash payments to individuals (HCF pays the service company or orders goods for direct delivery)
- Applications made directly by individuals rather than through a third-party professional
- Households outside Herefordshire
How to apply
- Ask a professional who supports you (e.g. Citizens Advice, food bank, social worker, health worker, support worker or DWP work coach) to apply for you between 1 November 2026 and 31 March 2027
- The referrer registers on HCF's online Fuel Poverty Fund form with their email address and follows the emailed link to start the application
- The referrer gives their organisation's details and the household's details: name, address, postcode, date of birth, phone, household income and expenditure, monthly fuel costs, benefits received, and any vulnerability or long-term health condition
- The referrer uploads supporting documents and confirms they have checked the beneficiary's identity, address and benefits
- Applications are considered on an ongoing, rolling basis during the window
HCF does not give money directly to individuals; it pays the service company or orders goods for direct delivery.
the same form is used for the Household Support Fund; grants must be used only for the purposes of that fund or the Surviving Winter Fund.
Have ready
- Copies of utility bills or council tax statements showing the beneficiary's name and address
- Benefit statements (e.g. Universal Credit, pension)
a debt support plan if the household has one.
