Norfolk Community Foundation

Resilience Through Food Fund

Grants of £5,000 to £30,000 for Norfolk-based voluntary, community and social enterprise organisations to build household financial resilience through neighbourhood food projects. Every funded offer must combine three elements: free or low-cost food for people most in need, advice or support that builds financial resilience, and activity that brings the community together. The fund is part of Norfolk's allocation of the government's Crisis and Resilience Fund (Norfolk County Council with DWP), has a £700,000 pot, and pays for up to 9 months of delivery between December 2026 and 30 September 2027. It is preventative: it is not for crisis support with food, energy or other essentials.

Who can apply

  • Norfolk-based voluntary, community and social enterprise (VCSE) organisations embedded in their communities, with a track record of delivery, that can move quickly, already have established routes through which people come to them for preventative hardship support, and can spend the grant in full by 30 September 2027
  • The fund page lists charities, faith organisations, parish/town councils, social enterprises/CICs and voluntary/community groups as eligible
  • Covers all seven Norfolk districts: Breckland, Broadland, Great Yarmouth, King's Lynn and West Norfolk, North Norfolk, Norwich and South Norfolk
  • Applicants must also meet NCF's general eligibility criteria: a governing document; a committee of at least 3 unconnected people; a bank account in the organisation's name with at least two unconnected signatories (exceptions possible for grants under £10,000); annual accounts if operating over 12 months; and safeguarding and equal opportunities policies
  • Faith organisations are eligible only for inclusive community activity
  • Applicants must declare any other Norfolk County Council funding for the service and explain what extra difference the grant makes

What it funds

A new, enhanced or existing offer that includes all three of:

  1. Food provision - free or low-cost/affordable food targeted at people most in need, delivered through community meals, social supermarkets, food banks and/or other food provision models
  2. Advice/support - activities designed to build financial resilience, such as budgeting advice, financial literacy training and/or employment support (e.g. job searching or CV writing), delivered alongside the food offer by the organisation or a partner
  3. Communities together - bringing people together to increase opportunities for community safety nets and informal support in their local area

Up to 10% of the grant request may be for food vouchers (including social supermarket credits or direct transfers) for those most in need.

The fund aims to prevent escalation into financial crisis for households at highest risk of poverty (e.g. low-income households), with higher living costs linked to protected characteristics (e.g. disabled people, pensioners), caring for others (e.g. unpaid carers), or at heightened risk of hardship (e.g. care leavers, single-parent households, those facing one-off financial shocks).

Strong applications will show increased savings and reduced material deprivation, increased access to quality advice services, and fewer repeat crisis applications and less need for emergency food parcels.

Budgets can include overheads, activity costs, staffing and equipment/materials.

Activity must be delivered between December 2026 and 30 September 2027 (up to 9 months).

What it will not fund

  • Crisis support to households to help with food, energy or other essentials
  • Capital (building) projects for a community building
  • Fundraising activities
  • Activity that cannot be completed and the grant fully spent by 30 September 2027
  • Food vouchers above 10% of the total grant request
  • Reimbursement for activities that have already taken place (NCF general exclusion)
  • Projects primarily benefitting people outside Norfolk (NCF general exclusion)
  • Contributions to general appeals (NCF general exclusion)
  • Activities that are solely religious or political (NCF general exclusion)
