Poultry Biosecurity Review (PBR)

A fixed payment of £430 per review for poultry keepers in England to have a vet carry out a biosecurity assessment of a poultry site and give written advice, aiming to cut disease, including avian influenza, and improve bird health, welfare and productivity. It is for keepers of at least 1,000 chickens or 500 ducks, geese or turkeys at a site. You can have up to three reviews per site, at least 10 months apart, across any number of eligible sites. Who can apply

  • Poultry keepers whose business has a Single Business Identifier (SBI) and a Customer Reference Number (CRN) in the Rural Payments service, linked to County Parish Holding (CPH) numbers registered in England (not 8000-series), with the poultry site registered in England
  • You must be the keeper responsible for the day-to-day care of the birds at the time of the review (you do not need to own the birds), be registered with APHA on the Kept Birds Register, and keep (or have a site that can reasonably hold) at least 1,000 chickens (broilers, laying hens or breeding hens) or 500 ducks, 500 geese or 500 turkeys
  • The scheme is framed for commercial poultry keepers; the guidance does not mention charities

What it funds

A vet-led biosecurity review of an eligible poultry site, paid at £430 per review:

  • A biosecurity assessment covering infrastructure and location, site organisation and supplies, visitors, personnel and hygiene locks, buying in poultry, depopulation and bird movements, egg transport, feed and water, manure and carcass removal, disease management, cleaning and disinfection, and measures between compartments and houses
  • Professional veterinary advice and a written report with recommended actions
  • A completed PBR vet summary sheet, used to make your claim

Up to 3 reviews per site (each site in a separate CPH), at least 10 months apart. A review can take place even if the site is empty, as long as it can hold the minimum number of birds.

What it will not fund

  • Sites below the minimum bird numbers (1,000 broilers, laying hens or breeding hens, or 500 ducks, geese or turkeys); species numbers cannot be combined
  • Poultry sites or CPH numbers registered outside England
  • 8000-series CPH numbers
  • Reviews arranged before your PBR agreement is in place
  • A poultry keeper who is a vet carrying out their own review
  • Reviews in the last 3 months of the scheme (after 31 December 2028)
  • More than 3 reviews per site

How to apply

  1. Read the guidance and the PBR terms and conditions to check you can apply
  2. Sign in to the 'Get funding to improve animal health and welfare' service with your Rural Payments CRN and password and apply for a PBR agreement (one agreement per SBI, covering any eligible species and multiple sites)
  3. Once the agreement is in place, arrange a biosecurity review with a vet of your choice
  4. The vet completes the assessment, a written report and the PBR vet summary sheet
  5. Claim £430 for each review through the same service, using the information from the vet's summary

Applications close 30 September 2028, reviews must be done by 31 December 2028 and the scheme closes on 31 March 2029. Defra can end agreements on 31 March 2027 or 31 March 2028 with 3 months' notice, honouring valid claims made by then.

Have ready

  • Rural Payments service CRN and password, and your SBI
  • Kept Birds Register (APHA) registration and CPH number
  • PBR vet summary sheet completed by the vet

The RPA may ask for the vet summary when processing a claim; it will not ask to see the vet's written report.
