The London Community Foundation, on behalf of the Mayor's Office for Policing and Crime (MOPAC)

MOPAC Victims Small Grants Fund 2027-2029

Two-year grants of £20,000 to £200,000 (£10,000 to £100,000 a year) for smaller, community-based and specialist organisations supporting victims of crime in London. The fund aims to fill gaps in provision for underserved communities: Black and minoritised communities, disabled and LGBTQI+ people, people with insecure immigration status, male survivors of domestic and sexual abuse, children and young people, hate crime victims, bereaved families and others. Organisations with income under £500,000 are prioritised. Funded services must be open to victims whether or not the crime was reported to the police.

Who can apply

  • Small and specialist voluntary and community organisations based anywhere in the UK, delivering a service in London for Londoners, with a track record of delivering in London
  • You must have a track record of supporting victims of crime, or of delivering services to your target community if you are setting up a new project for victims
  • Organisations led by and for the communities they serve are prioritised, as are organisations with strong community connections and expertise
  • Organisations based outside London with income above £500,000 are funded only where they meet a need London-based applicants cannot
  • There is no income threshold, but income under £500,000 is prioritised
  • Eligible structures: CIOs; companies limited by guarantee (including registered charities and CICs limited by guarantee); trusts; unincorporated associations; and community benefit societies
  • The signed governing document must include an asset lock, and the purpose must be charitable
  • You need at least three unrelated trustees/directors at the top level of governance, a bank account in the organisation's name with two unrelated signatories by the start of the grant, a safeguarding policy reviewed in the last year, equalities and data protection policies, appropriate insurance, and no overdue LCF monitoring
  • If charitable income is over £5,000 you must have applied to register with the relevant regulator
  • Each organisation can submit one application as sole or lead applicant and be a sub-partner in one more
  • Partnerships have up to three organisations, a written agreement and the same £200,000 cap, and all partners must meet the eligibility criteria

What it funds

Any costs relating to support work for victims of crime, new or existing, for example:

  • Practical, emotional or advocacy support
  • Culturally appropriate support
  • Specialist support
  • Counselling and/or therapeutic support
  • Peer support/community support
  • Community outreach, engagement and may include events
  • Accessibility features for a programme such as interpreters or specific transport needs

Full cost recovery is supported, but core costs should not exceed 50%. Staff costs should be budgeted at the London Living Wage (£14.80) or above. Work with people who have both been victimised and offended must focus on supporting them as victims. Child sexual abuse/exploitation services (unless specifically for girls) and domestic abuse/sexual violence services (unless specifically for women and girls) can apply here.

What it will not fund

  • Projects primarily benefiting people who do not live, work or study in London
  • Work that focuses solely on addressing offending behaviour
  • Services that require a crime reference number, police referral or statutory referral to access
  • Replicating existing commissioned services or funds such as the MOPAC VAWG Grassroots Fund, Shared Endeavour Fund, the VRU's Stronger Futures Programme or the Home Office VAWG Advocacy Fund
  • Activities that promote religious or political views
  • One-off events, assemblies or roadshows where these are the main activity being funded
  • Spending that has already taken place (retrospective funding)
  • Individual sponsorship or redistribution of a grant to individuals or other organisations
  • Activities where people are excluded on the basis of religion, sexual orientation, sex or ethnicity unless the issue is group-specific
  • Contributing to capital build ('bricks and mortar') projects
  • Projects that focus on political campaigns and/or lobbying individuals
  • For profit organisations/activities
  • Organisations with two years of late submissions to the Charity Commission/Companies House, or two years of net current liabilities, in the last two completed financial years
  • Organisations where trustees are paid, unless approved by the Charity Commission and/or referenced in the governing document
  • Companies limited by shares, statutory organisations, NHS bodies and co-operative societies (LCF core criteria)
