Leicester City Council

Crisis and Resilience Fund

Leicester City Council's one-off payments for low-income households in Leicester facing a sudden financial problem, such as an unexpected expense, a sudden loss of income or difficulty paying rent. There are three kinds of help: a Crisis Payment of £100 (single), £150 (living with a partner) or £250 (with dependent children); a Housing Payment for people on Housing Benefit or Universal Credit housing costs; and Council Tax Discretionary Relief. Payments do not affect other benefits, and the fund runs until 31 March 2029.

Who can apply

  • Leicester residents aged 16 or over with £500 or less in savings who can show they are in serious financial difficulty; the whole household (partner, other adults, dependent children) is assessed, and funds are limited so households in the greatest need are prioritised
  • Only one person in a household can apply
  • For a Housing Payment you must also receive, or qualify for, Housing Benefit or the housing element of Universal Credit and be responsible for the rent on your current home or one you are moving into
  • For Council Tax Discretionary Relief you must also receive Council Tax Support and be responsible for Council Tax on your current home
  • Someone else (friend, family member, support worker, community organisation or council worker) can apply on your behalf

What it funds

  • Crisis Payments: a single payment for an immediate, short-term need after a financial shock
  • Housing Payments: further help with housing costs, such as rent arrears or a rental deposit, possibly paid in instalments
  • Council Tax Discretionary Relief for people experiencing severe financial hardship

What it will not fund

  • More than one award of each type per household between April and March
  • Housing Payments for tenants of Leicester City Council or HomeCome Ltd (contact your Housing Officer for an assessment instead)
  • Regular income: any payment is for a short-term need

How to apply

  3. A discretionary awards officer reviews the application and the council writes with the decision

you can ask for an internal review of a decision; there is no appeal to a Social Security Tribunal
