Epsom and Ewell Borough Council

Disabled Facilities Grant

Epsom and Ewell Borough Council's grant of up to £30,000, less any means-tested contribution, towards essential adaptations so a disabled person can keep living in their own home. Owners, tenants and landlords (for a disabled tenant) can apply, and a carer or parent can apply on the disabled person's behalf. Needs are assessed by an occupational therapist through Surrey County Council, and the Epsom and Ewell Home Improvement Agency helps with the whole application.

Who can apply

  • Tenants or owners of a property in Epsom and Ewell, or a landlord on behalf of a disabled tenant, where someone in the home is disabled
  • You can apply on behalf of a disabled person you care for (for example a parent for a disabled child)
  • The disabled person's needs must be assessed by an occupational therapist, the adaptation must be 'necessary and appropriate' and 'reasonable and practicable' for the property, and the applicant must qualify under the government's means test (which does not apply to applicants aged 18 or below; partners are assessed together, and a disabled adult living with parents or children has only their own finances assessed)
  • The applicant signs a certificate that the disabled person intends to live in the property as their main residence for the five-year grant period

What it funds

Essential adaptations that give a disabled person easier and more independent freedom of movement around their home, such as:

  • Access to and from the home, for example installing ramps or steps
  • Providing or improving access to rooms and essential facilities, for example installing a stair lift, adapting a bathroom/kitchen or widening doors
  • Improving or providing a suitable heating system
  • Adapting heating or lighting controls to make them easier to use
  • Improving access to and movement around the home so the disabled person can care for another person such as a child or elderly parent

What it will not fund

  • Any works started before formal grant approval
  • Residents outside Epsom and Ewell (contact your own local authority)

How to apply

  1. Call Surrey County Council's Adult Social Care Contact Centre on 0300 200 1005 to request an assessment of needs
  2. If an adaptation is needed, the occupational therapist's recommendations are forwarded to the council's Housing Grants Team
  3. Complete the Grant Enquiry form; a provisional means test is applied
  4. Submit the full application with estimates and supporting documents
  5. After formal approval, complete the works within 12 months; the grant is usually paid directly to the contractor once the work is signed off

the Epsom and Ewell Home Improvement Agency can help with the whole process

owners who sell within 10 years of the works may have to repay grant above £5,000, up to £10,000
