Oxfordshire County Council (Warm Homes: Local Grant, funded by DESNZ, delivered by Welcome the Warmth)
Warm Homes: Local Grant (Oxfordshire, Welcome the Warmth)
Fully funded energy efficiency upgrades for owner-occupied and privately rented homes in Oxfordshire, under the government's Warm Homes: Local Grant, delivered for the county council by Welcome the Warmth. It is for homes with an EPC rating of D to G whose household income is £36,000 or less, who receive a qualifying means-tested benefit, or who live in one of the most deprived areas. Demand is very high: new registrations currently go onto a wait list and are contacted when more funding is available.

Who can apply
- Owner occupiers and private rental tenants (with their landlord's consent) of homes in Oxfordshire, where the home has an EPC rating of D, E, F or G (privately rented homes must be D or E unless exemptions apply), and either the gross household income is £36,000 a year or less, or someone receives Housing Benefit, Income Support, Universal Credit, Pension Credit (Guarantee or Savings Credit), income-related ESA or income-based JSA, or the home is in an LSOA 1-2 area (the most deprived areas, checked for you)
- High-value assets may lead to an application being held for further inspection
- Homes that had upgrades under LAD or HUG may still qualify if the further work brings the home to EPC C or installs low-carbon heating
- Any renovation work should be finished before applying
- Households earning over £36,000 can still contact the council to check alternative schemes
What it funds
Energy efficiency upgrades and low carbon heating, depending on the results of a survey, which may include:
- Cavity wall insulation
- Loft insulation
- Room-in-roof insulation
- Air source heat pump (ASHP)
- Solar PV panels
- High heat retention storage heaters
- Heating controls
the funding also covers any ventilation the home needs, and a free EPC if the home has none or it has expired. For eligible owner occupiers the upgrades are fully funded; a landlord's first property may be fully funded, but further properties need a 50% landlord contribution.
What it will not fund
- Any home upgrades other than the measures listed
- Boilers and hot water tanks
- Local authority or housing association homes, and shared ownership
- Empty properties (the home must be occupied throughout)
How to apply
- Register your interest with Welcome the Warmth online or by freephone on 0800 038 6775, completing as much of the form as possible
- Welcome the Warmth makes a desktop assessment and, if you appear eligible, sends an information pack and declaration form
- Send the evidence of eligibility the declaration form asks for
- An assessor surveys the home to identify suitable upgrades
- Installation usually starts four to eight weeks after the survey
demand is currently very high. Registering adds you to a wait list, and you are contacted when additional funding is available.
Have ready
- Evidence of eligibility, depending on your situation, such as bank statements, payslips, or a council tax bill or proof of address
- If self employed, accounts from your last financial year or a trading summary
- If a private tenant, your landlord's consent (Welcome the Warmth contacts the landlord separately)
