Wiltshire Council
Locally Identified Infrastructure Projects (LIIPs) Fund
Wiltshire Council's Strategic Community Infrastructure Levy (CIL) funding for capital infrastructure projects identified locally, with up to £250,000 available in each annual round from 2026/27 to 2028/29. Only town and parish councils can apply, though they may deliver the project with a community group or other partner. Projects must be well developed, show a genuine funding gap and a clear link to growth or development impacts, and bids are expected to be around £50,000 to £75,000 with at least equal match funding. The first round runs from October 2026 to May 2027, starting with an Expression of Interest.

Who can apply
- Town and parish councils in Wiltshire
- The town or parish council is the accountable body for the funding and is responsible for delivering the project, though delivery may be done in partnership with a third party such as a community group or other organisation (which cannot apply in its own right)
- Projects must be developed enough to give meaningful information about scope, location, costs, funding gap, delivery arrangements, timescale and relationship to growth
- Applicants must show a genuine funding gap, have explored neighbourhood CIL and other funding, and explain who will deliver, own and maintain the infrastructure
- Projects can be rural or urban
What it funds
Sufficiently developed and deliverable capital infrastructure projects, with a clear relationship to growth or development impacts, such as:
- Community hall improvements or extensions serving needs arising from growth
- Sports pavilions and changing facilities
- Recreation and sports infrastructure
- Green infrastructure
- Flood resilience infrastructure
- Accessibility improvements to community infrastructure
- Public realm improvements
- Other capital community infrastructure supported by a clear Strategic CIL case
- A distinct phase of a larger project, where it has a clearly defined scope, can be completed and deliver a usable outcome, and is not dependent on a future LIIPs award
What it will not fund
- Events and activities
- Staffing costs
- Ongoing revenue expenditure
- Routine maintenance without a wider infrastructure justification
- General repairs unrelated to qualifying growth-related infrastructure
- Projects without a clear link to growth or development impacts
- Insufficiently developed proposals
- Projects that could reasonably be funded through another route
- Walking, wheeling, cycling and local highway improvements, which should go through existing programmes such as Local Highway and Footway Improvement Groups or Active Travel funding
How to apply
- Email areaboards@wiltshire.gov.uk to discuss a potential project with your area Engagement and Partnerships Team
- If appropriate, the team sends you an Expression of Interest (EOI) form (it is not available to download); submit it during the EOI stage, indicatively October to November 2026
- The Engagement and Partnerships Team reviews the EOI and advises whether to proceed to a full application, provide more information, explore another funding route or not proceed
- If invited, develop and submit a full application by the published deadline (indicatively November 2026 to early January 2027)
- Strategic Planning assesses full applications against the Strategic CIL criteria (January 2027)
- Area Boards consider assessed projects and decide whether to endorse them (February to March 2027)
- All endorsed projects are reviewed together and recommendations made (April 2027), then the Cabinet Member for Finance makes the formal funding decision (May 2027)
the full application deadline will be published when the round opens. EOIs and Area Board endorsement do not guarantee funding.
