Charity of John Marshall (Marshall's Charity)

National Parsonage Grants Programme

Grants from Marshall's Charity to Church of England and Church in Wales dioceses for clergy houses (parsonages). There are three strands: an annual allocation to each diocese that asks for one, calculated on its number of parsonages, for buying or improving a parsonage; grants of up to £500 for burglar alarms; and grants of up to £1,000 for CCTV at parsonages particularly at risk. Only dioceses can apply, not individual clergy or other denominations. Alarm and CCTV applications are open all year.

Who can apply

  • Dioceses of the Church of England and the Church in Wales (including the Diocese of Sodor and Man), applying for parsonages that are clergy houses subject to the Repair of Benefice Buildings Measure 1972 and occupied by a Rector, Vicar, Team Rector, Team Vicar or Priest-in-charge, including 'House for Duty' properties
  • Applications cannot be accepted from individual clergy or from other denominations
  • There is no time limit before a further application can be made for the same parsonage house

What it funds

  • Purchase or improvement of a parsonage: building, purchasing, altering, dividing or modernising parsonages, including electric car charging points and solar panels/photovoltaic cells (annual allocation to each diocese, calculated on the number of parsonages)
  • Purchase and installation of burglar alarms in a parsonage (up to £500 per grant)
  • Installation of CCTV systems at a parsonage particularly at risk (up to £1,000 per grant)

the property must be a clergy house subject to the Repair of Benefice Buildings Measure 1972 in the Church of England or the Church in Wales (the Diocese of Sodor and Man is also included), occupied by a Rector, Vicar, Team Rector, Team Vicar or Priest-in-charge, including 'House for Duty' properties.

What it will not fund

  • Applications from individual clergy
  • Other denominations
  • Repairs or non-consequential decorations (purchase and improvement strand)
  • Work carried out before 1 February in the grant year (purchase and improvement strand)
  • Work started before a fully completed application is submitted (unless the Charity gives permission)
  • Parsonages that may cease to be used for the qualifying purpose, e.g. under proposed pastoral reorganisation

How to apply

  1. Burglar alarms and CCTV: apply online through Marshall's Charity's Flexigrant portal ('Security Grant Application Form') at any time of year
  2. Purchase or improvement: in January each year, confirm to the Charity that the diocese requires a grant for that year; at the end of January each diocese is told the amount of its grant
  3. Log on to the online system and submit details of the parsonage and project for which the diocese wishes to claim
  4. Once approved, upload the completed Certificate provided and proof of expenditure; the claim must be submitted by the end of September
  5. Grants are paid once claimed, following the April, July or October trustee meeting

work must not have started when the completed application is submitted; the Charity may give permission to start before the Grants Committee considers it, with no guarantee of a grant. You can claim once you have spent an amount equal to the grant, without waiting for completion. Parsonage grants are valid for two years.

Have ready

  • Completed Certificate (supplied by the Charity)
  • Proof of expenditure

both are uploaded at the claim stage, not with the application.
