Ministry of Justice (HM Prison and Probation Service)

Commissioned Rehabilitative Services General Grant Scheme

A standing HMPPS grant scheme under which the 12 probation regions of England and Wales run competitions for grants to non-profit organisations. The grants fund rehabilitative services for people on probation who share protected characteristics or experiences, or services that promote rehabilitation and desistance. It is not a single fund you apply to directly. Organisations register on the MoJ's Probation Grants Applications Portal (Jaggaer) and are alerted when a regional competition opens. Any non-profit organisation can register, not just existing commissioned providers.

Who can apply

  • All non-profit-making organisations may register an interest
  • On registering, you give basic contact details and your organisation's legal structure, and declare any organisational convictions or offences
  • Services are for people on probation in England and Wales, and you choose which probation region(s) to receive alerts for
  • Competitions are open, not restricted to existing commissioned (Dynamic Framework) providers
  • Being on the Dynamic Framework does not automatically register you on the grants portal
  • Clinks reported for the first round that an organisation could submit one application per region plus one as part of a joint bid

What it funds

Services, delivered through competed grants in each probation region, that:

  • Improve people's engagement in and experience of probation and other rehabilitative activities
  • Support an individual's rehabilitation and desistance journey
  • Improve HMPPS's knowledge of what works

The focus is on people with shared protected characteristics or shared experiences.

Each competition's specific requirements are published on the grants portal.

The first round (launched September 2022) funded services for people from ethnic minority groups in all 12 regions.

How to apply

  1. Register your organisation on the Probation Grants Applications Portal at https://ministryofjusticecommercial.bravosolution.co.uk/ (MoJ Jaggaer e-sourcing), giving contact details and legal structure, declaring any organisational convictions or offences, and selecting your probation region(s)
  2. Wait for an email or portal alert that a grant competition has opened in your region
  3. Read that competition's specification of requirements on the portal
  4. Submit a bid through the portal by that competition's deadline

Registering is not an application. You can only bid when a regional competition opens, and no open competition under this scheme was found on 27 Sep 2026.

Register before a competition launches. Being on the probation Dynamic Framework does not register you for the grants portal.

Have ready

  • Note: Registration needs only organisation details, legal structure and a declaration of any convictions or offences
  • Each competition sets its own documents on the portal
