Mole Valley District Council

NCIL: Neighbourhood Fund

Mole Valley District Council's Neighbourhood Fund, paid for by the Community Infrastructure Levy on new development, funds local infrastructure (buildings, playgrounds, sports equipment, footpaths, transport and similar) in the district's unparished areas. It is for not-for-profit organisations. There is no fixed limit: the largest single award so far is £100,000, and applications can be for full or part funding. Bids are judged by councillor working groups and decided by Cabinet.

Who can apply

  • Not-for-profit organisations, including statutory infrastructure providers, state schools, community groups and registered charities, for projects in Mole Valley's unparished Neighbourhood CIL Zones (Ashtead, Bookham, Fetcham, Leatherhead, Dorking, Box Hill, Pixham/Westhumble, Westcott)
  • In parished areas (Abinger, Betchworth, Brockham, Buckland, Capel, Charlwood, Headley, Holmwood (south), Leigh, Mickleham, Newdigate, Ockley, Wotton) the neighbourhood CIL goes straight to the parish council, so requests go to the parish clerk
  • From 1 April 2027 Dorking and Pixham, Box Hill and Westcott become parished
  • Applicants should consult the community (local councillors, residents' associations and interest groups) before bidding
  • Highways, parks and council-owned assets need prior contact with Surrey County Council, the Mole Valley Parks Team or Property Team respectively

What it funds

  • Physical capital works that provide, improve, replace, operate or maintain infrastructure, or otherwise address the demands development places on an area, in the Neighbourhood CIL Zones: Ashtead, Bookham, Fetcham and Leatherhead in the north, and Dorking, Box Hill, Pixham/Westhumble and Westcott in the south
  • Infrastructure is broad:
  • Transport
  • Flood defences
  • Education
  • Medical
  • Sports and recreation facilities
  • Open spaces

Past awards include renovating community buildings, a new playground, sports club equipment, public toilet refurbishment, footpath resurfacing, real-time bus information screens, traffic calming and a pedestrian crossing.

Funding is for the delivery stage, not development or feasibility.

What it will not fund

  • Projects started or completed before the Working Group's funding decision
  • Projects that will not start within a year of the award
  • Ongoing revenue costs such as staffing
  • Projects that are not physical capital works, such as courses or classes
  • Annual maintenance or repair
  • Capital items with limited longevity
  • Projects promoting a political party
  • Projects that conflict with existing council policies
  • Recoverable VAT
  • Project development or feasibility work
  • Projects in parished areas (apply to the parish council instead)

How to apply

  1. Discuss the proposal with council officers first (CIL@molevalley.gov.uk, 01306 879129)
  2. Check the CIL dashboard for funds available in your Neighbourhood CIL Zone
  3. Engage local councillors, residents' associations and community groups, and contact Surrey County Council, the Parks Team or Property Team if relevant
  4. Register an MVDC account and complete the online Neighbourhood Fund application form by the deadline (Autumn: 1 October 2026)
  5. Present the application at the North or South councillor Working Group, which makes a confidential recommendation
  6. Cabinet makes the final decision; successful applicants receive an award letter and terms

Next deadline after this is 25 January 2027. There is no right of appeal against the Working Group's recommendation.

Have ready

  • Project plan with key tasks, milestones, risks and mitigations
  • Cost comparison and quotations showing best value
  • Details of consents needed and other funding secured
  • Evidence of community support
