Crisis and Resilience Fund Grants for Organisations

Hull City Council grants of £1,000 to £40,000, from the DWP's Crisis and Resilience Fund, for voluntary, community and faith organisations helping Hull residents who are struggling with money to become more financially resilient. Applicants choose a small (£1,000-£3,000), medium (£3,001-£10,000) or large (£10,001-£40,000) band. It is a three-year programme with grants awarded annually, and the focus is on moving from short-term crisis help, such as food parcels, to longer-term resilience and advice. Who can apply

  • Voluntary and community organisations working directly with residents in Hull: registered and excepted charities; community groups with a constitution, management committee and bank account in the organisation's name (e.g. residents' groups, tenants' associations, self-help groups); churches, mosques, temples and other faith organisations providing practical support; and not-for-profit companies limited by guarantee, including CICs limited by guarantee
  • Not eligible: individuals, statutory and public bodies, commercial organisations (including sole traders) and CICs limited by shares
  • Partnership applications are strongly encouraged, and funded organisations are expected to join the Hull Money Team network through referrals, information sharing and monitoring

What it funds

Projects contributing to one or more of these objectives:

  • Improving the quality of financial advice and support available to residents
  • Building organisational capacity to increase service delivery
  • Strengthening the capacity of other VCSE organisations through partnership working and shared expertise
  • Supporting residents who may otherwise struggle to access mainstream services, including people facing barriers related to disability, language, literacy, learning needs or confidence
  • Providing ongoing support for individuals whose circumstances change over time and who may require repeated help with benefits, form filling, appointments or navigating services

examples include establishing or expanding community food clubs, co-located advice in food settings, trusted advice in community venues, budgeting and nutrition skills for young people, and helping food aid providers shift to long-term resilience

eligible costs include project salaries, volunteer and travel expenses, equipment (e.g. catering equipment, computers and tablets for residents), engagement resources, items such as slow cookers where part of resilience work, refreshments, marketing, and a contribution to project-related overheads

What it will not fund

  • Bulk buying or stand-alone food purchasing
  • Food parcels, or items to give out such as blankets or warm clothing, with no connection to crisis prevention or resilience building
  • One-off services that do not meet the fund's objectives
  • General organisational costs
  • Direct financial support to households and individuals
  • Activities supporting residents outside the city of Hull
  • Work that is commissioned elsewhere, such as social prescribing

How to apply

  1. Create a Flexigrant Hull account (a Flexigrant account with another council will not work)
  2. Choose the funding band and submit your application on Flexigrant Hull by 26 October 2026, explaining the need, the evidence for it, what you will do, whether it is new or proven, and the difference it will make
  3. You will get an email from no-reply@eu.mail.flexigrant.com; the council will respond once a decision has been made
  4. If successful, sign the grant agreement and claim form to receive payment

grants over £10,000 must use Upshot or another approved monitoring system; all projects report household numbers and at least one anonymised case study
