Royal Borough of Kingston upon Thames
Crisis and Resilience Grants Programme
Kingston Council grants from its share of the government's Crisis and Resilience Fund for voluntary, community and social enterprise organisations to run new, preventative activity helping Kingston residents in or at risk of financial crisis move towards stability and resilience. Small grants are £1,000 to £10,000, medium £10,001 to £25,000 and large £25,001 to £50,000 (mainly for joint or partnership bids); the programme totals £160,000. All activity must be completed by 30 April 2027, and the single application window closes on Sunday 25 October 2026 at 23:59.

- Smaller or unconstituted groups may apply through an eligible organisation acting as accountable body
- Organisations already funded by the council can apply if the activity is new and additional
- Screening asks for a governing document, a management committee or board of at least three members, a bank account in the organisation's name with at least two unrelated signatories, a system for recording income and expenditure, and safeguarding arrangements with a designated safeguarding lead
- Joint applications are strongly encouraged and need a lead accountable organisation; large grants are mainly for joint bids, though single organisations may apply if they justify it
What it funds
New and additional activity that contributes to at least one of 4 outcomes:
- Residents are more financially resilient and less likely to experience repeat crisis (e.g. income maximisation, debt support, benefit entitlement, financial capability, household costs, employment barriers, advice, household energy resilience)
- Residents have greater housing stability and are better able to sustain successful transitions (e.g. relocation, resettlement, practical moving barriers, essential household items, housing-related financial pressure, repair, reuse or replacement)
- Residents are better able to resolve problems early and avoid escalation into crisis
- Residents are better able to overcome practical barriers and become more stable and independent
- Eligible costs include project delivery staff, additional staff time, sessional or specialist workers, volunteer expenses, materials and equipment, venues, outreach and transport, practical interventions, monitoring and evaluation
- Reasonable management, supervision and administration (normally no more than 10% to 15% of the award)
What it will not fund
- Activity already funded elsewhere
- Simple continuation of an existing funded service
- Replacement of funding that has ended
- Unrestricted running costs or reserves
- Retrospective expenditure
- Unnecessary duplication
- Statutory duties
- Major capital works
- Activity solely distributing emergency payments, vouchers or goods without a wider preventative or resilience intervention
- General community activity or wellbeing projects without a clear link to financial vulnerability, crisis prevention or resilience
- Activity that cannot be completed by 30 April 2027
